		<description>Thanks for the interesting post.  This is truly sad but not surprising…Today the U.S. House of Representatives is set to vote on The Foreign Relations Authorization bill (H.R. 2410) which includes the Senator Paul Simon Study Abroad Foundation Act.  The Simon Act is to dramatically increase the number of U.S. students studying abroad (which I fully support) but my concern is that by sending more U.S. students abroad we will see an increase in inappropriate behavior abroad (including a potential increase in mistaking fountains as bathrooms).  From a public diplomacy perspective…is increasing the number of U.S. students studying abroad a good thing?  I don’t have the answer as part of me says “Yes” and part of me says “No”!</description>
